On a more serious note, having just booked a holiday in the DR for next Feb [through BA Holidays] the Entry restrictions are now minimal wef 15 September ... to encourage tourism.
travelers no longer need to provide a negative PCR or COVID-19 test upon arrival. Instead, airports and other ports of entry will administer a quick, aleatory breath test to between 3% and 10% of passengers, and all those who present symptoms, upon arrival. All passengers will also need to perform a temperature check.

The DR Government is also providing a FREE Covid-19 travel Assistance plan until 31 Dec 20 ... link in the 3rd paragraph of the link above.
