Best guess is that they wrote the new rules about upgrading from Standard or Flex award space, and it never occurred to anyone that existing award tickets won't just automatically match into those buckets.
Ehhhh there are enough issues right now that I suspect there's something more general.
I had two bookings that were BNNB. One let me upgrade the whole thing, the other only let me upgrade the N segments.
