Edit: I spoke too soon. It showed available for upgrade when I used the eUps, but now it claims I am waitlisted.
Because you can't be confirmed until 12 days before departure as E75K.
I agree the wording could use some tweaking, but "available" means "there's R space". The same thing happens in the booking flow.
Everything works as expected for me. It adds a new segment in HN status, which will presumably become HK if there's still R space when you enter the clearance window, or HL if not.
