And if the airlines want to choose to keep people on some sort of paid standby status to be able to immediately monetize their return or as a "just in case," that is understandable - but why should that cost be on the taxpayer?
It's a legitimate question. Some of that cost will be on the taxpayer regardless. Unemployment compensation, loss of federal and social security taxes, etc.
