With regard to D concourse sitting vacant with no plan just United paying lease it was built where rental car lot was why not turn D into the rental car terminal.
Other airports due the same off site consolidated rental car facility PHX dies but I prefer to rent cars at the airport.
Though I doubt any of this happens, one option would be to relocate the rental car facility to the current terminal parking structure. A shuttle bus to a new terminal at the I-X Center site would then serve the dual purpose of moving rental car passengers and those who want to take the RTA Red line.
