Based upon a quick perusal of the proposed rule, I assume that the minors' memberships will be good for five years. However, the proposed rule, which I linked in the OP, is 23 pages long and I have not studied it carefully.

With NEXUS, minors' applications are currently free and memberships are valid for five years after the first birthday following the approval, even when the minors turn 18 during that five years period.
