Subcontractors have to follow the same rules as prime contractors. Almost every subcontract has flowdown provisions from the prime contract, which in effect puts the same FAR clauses in the subcontract that the Government put in the prime contract.
While some hotels don't allow (it'll say in the rate details), it's far from most. Heck most hotels dont even verify that you qualify for the rate. In all my travels, Westin DTW is only one to ask.
