The times that I have booked GSA fares, they have been issued as Y tickets, even last year when I had to go up to Livermore, the fare was a YCA, which is defined as "Unrestricted Coach Fare." There are Capacity Controlled Y fares in the system, but, in the case of ONT-SJC, only the unrestricted fare exists.

But, when I've been using the DTS, BE is never shown, and is always Y fares. For example, I had to travel to SAV and then CHS last year as well and the DTS was kicking out completely different fares than what the GSA was showing.
