I refer you back to my response and clarify it even further :
if your agency bought flight is cancelled by the airline , you can insist on the airline paying out the refund of the full amount you paid to the agency . This only apply for official agencies and not to “bucket shops “ as the airline must be aware of the commission they paid. Since the airline handles the refund , you circumvent whatever fees the agency may wish to charge you for processing the refund . Here is the link to claim in this way
