There are two buckets in question, fees levied by SK fees levied by Expedia. SK can waive the former and do, SK has not influence on the latter and Expedia seemingly wants to charge you.

Unless Expedia have issued a waiver for free rebooking handling, there is nothing you can do about that. If they have issued a waiver, and they fail to follow it, it is a matter between you and Expedia, not you and SK.
