Come on, you know OTAs aren't the most transparent when it comes to fare rules. Are you suggesting that SK didn't update the far rules, but is handling tickets purchased with them directly as exceptions?
The 80 euro fee is not a fare rule, it is an Expedia service fee for managing your booking. It has nothing to do with SK.
I would expect, but it has been a while since I read the details, that SK's covid-19 rebooking and refund rules apply to all 117 ticket stock, but any tickets bought through TA will be applicable for any service fees that the TA has. SK has 0 service fee for this, but they can't dictate what independent businesses levy.
