The annoying issue with any jurisdiction relaxing its quarantine requirements for Canadians is Canada's steadfast requirement for 14d quarantine upon return from anywhere ex-Canada, even if you're safer there than Canada. Still nice to have more options though.

But hey, totally okay to criss-cross in/out of hotspots in Canada and travel domestically on 3000km flights sitting next to passengers connecting from ??? and go to work the next day though.

I think "nucleic acid amplification test" is their complicated way of saying RT-PCR, which makes a bunch of copies of R or D nucleic acids to make enough to see what's there. This is how most (all?) COVID-19 testing is done in Canada.
