Incorrect at the moment but if UA extends the waiver then you might get more time. UA has been extending on a monthly basis, we will know soon -- but don't expect more than a month at a time and it will end at some point.
Just a follow up - I chatted online today using the “message us” feature in the app. I wanted to verity the information about canceling anytime to get an ETC - rather than by the 7/31 (moved to 8/31) deadline.
The chat rep didn’t answer my question about the deadline, and instead researched the HK entry requirements, canceled the tickets, and filed for a refund. The refund status immediately showed as “approved” when I checked it.
The last time I applied for a refund - for a canceled flight - and chatted with the Twitter reps, they told me there was nothing they could do about processing the refund, and I’d have to apply online myself. Perhaps these in-app chat agents have more ability than the social media team.
