How does that actually work? I know very little about the "politics" of the UAE, but I thought Abu Dhabi and Dubai were autonomous states that could make up their own rules and regulations?

Or is it a throwback to the last downturn when Abu Dhabi bailed out Dubai? So, Abu Dhabi saying "do as we tell you, or don't expect any help when you need us again!".
