Not quite. UA and DL are both allowing people to fly without a mask, provided that they document the medical necessity. DL's policy is arguably more invasive, requiring an independent medical examination; UA is asking for documentation in advance, but so far doesn't appear to be requiring a second opinion.
That is unclear -- the medical exception has been removed from the website and believes there is a Kirby statement if you need an exception you should not be flying in the first place nowadays.
