Arriving from the Netherlands, OP will not be able to enter the US at MSP until and unless DHS issues an order expanding that. May or may not happen. His choices are listed below. I would select the connection point which offers the best backup to STL in IRROPS. Easy enough to make a 2-3 hour connection. But, if things go wrong, it is the backup plan which matters more.
