If your heart is set on a used BMW 7 Series but you're worried about buying a former rental car, find some good inventory meeting your requirements at local BMW dealers and use the Hertz cars as part of your negotiations. Come up with a lowball but not insanely lowball offer, use the Hertz car(s) as a comp to justify your offer, and tell the dealer that's your best and final offer. You'll probably find a dealer that will play ball. If not, you always have the Hertz inventory on which to fall back.
Buying a car on YOUR terms really isn't that difficult if you're patient, determined, and just slightly educated about car markets.
And for those of you in California, I've read that you start off at an advantage when it comes to working with BMW dealers. For whatever reason, SoCal BMW dealers are said to be much more aggressive about chasing share and cutting deals (at least on the new car side; no reason to think it wouldn't spill over to used) than those in markets like mine.

A different exterior but one would be hard pressed to argue that the 2020 7 Series exterior is "upgraded." At least the grill is not as hideous as the ginormous vertical kidneys that will be on the 2021 4 Series but that's about the only good thing I can say...
