This was my understanding as well, which is why I felt pretty safe about the Thailand booking. If I can't enter due to governmental restrictions that's an involuntary change.

On a side note, I called in to change my travel dates again and finally found where all the people who got shuttled to the BKK route are... tried to fly back to the US around Thanksgiving and it's nearly full.
