Normal tickets (prior to COVID) had in their fare rules that if visa is rejected (or similar) then you will be refunded as I assume this will be regarded as an involuntary denied boarding. I assume similar logic would apply because the flight would not have been cancelled rather you would need to be Involuntarily denied boarding due to restrictions and in this case be applicable for a refund or any of the above options.

I have dogs in the fight too, three different TPAC itineraries booked on QR through the end of the year. I'm still of the personal opinion the QR Travel With Confidence policy is very,
very consumer friendly. I applaud them for sticking by it. Worst case scenario a booking to a country who keeps their border closed can be refunded, the only possible caveat is carve out for no refund of "non-refundable taxes". If that turns out to be significant I'll take the voucher+10%.
