The below cases causing disruption to itineraries are considered as involuntary changes: (...) Travel restrictions or travel bans imposed by authorities
That leads me to believe that if you can't enter the country, Qatar will treat it as an involuntary change and all four options will apply (Free changes, Voucher, Qmiles or full Refund)
