The current very flexible policy only covers travel to be completed by the end of December this year. The trade guidelines in the wiki of this thread confirm that.
So going by those, rebooking to next year would likely incur a fare difference between the new itinerary price at the time of rebooking and the original price paid.
If you rebook as suggested and your flight is not then cancelled, your options appear to be a voucher, rebook to later this year (free in same fare bucket), rebook to higher fare bucket or next year at a fee, or refund to qmiles.
If your flight is cancelled a cash refund is then an additional option.
Of course it is possible that the current policy may be extended past December, but if not then you will only be able to push things so far. QR have put a great policy in place but it may not have been designed to cover your particular requirements.
