6.5 hours is plenty of time to visit downtown using the UP Express train, if that interests you. The Plaza Premium lounge accepts Priority Pass and Amex Plat, or you can buy yourself in for ~$50. There's also a full gym in T1 arrivals (one of my favorite features of YYZ) that's usually pretty empty if you want to make some "productive" use of your time.
The recent experience I had flying J into and out of YUL was that I was picked up from my arriving flight and then dropped off at the trans border area. Once I was through I think the only lounge in the US departures is the AC lounge. I don’t know if having a 6hrs layover will allow him to chart his own course.
