They don't discriminate... no one comes in except rich nationals. I read the full text of the white paper. Their policies and procedures are very thorough and stringent for mitigation of the disease. Can't possibly implement them in US as not lawful.
1. Foreigners do not have a right to enter the US. Only US citizens do.
2. Citizens of Iran, Libya, Somalia, Syria, Yemen, Venezuela, and North Korea, among others, are still subject to a long standing travel ban that targets them by nationality.
3. Furthermore, the US federal government has the authority to quarantine anyone coming into the US. And states and counties can do so as well to anyone coming into, leaving, or living in their territory.
