Thing is though that I can't ask the law enforcement officers in other countries for some "patience" when they want to see a valid and unexpired passport with a valid visa.

We send all applications to the US anyway, we don't have any information nor further guidance. Come back again in August if the current application from April is still on hold and apply for an emergency passport.
