Agreed about domestic being limited in advance, but the PN/PZ inventory hasn't moved at all. Flights that were PN2 for example are still PN2. Flights that were PN0 are still PN0. Nothing has moved at all within the past 6-8 weeks. I'm sure there are a lot more pressing issues than manually opening upgrade space, but something tells me that more automated procedures to adjust upgrade inventory availability just aren't happening. I don't know if that's true for international or not, but something is definitely weird domestically.

I actually was looking for other anecdotal evidence here on FT the other day but wasn't able to find anything.
