There was some availability a few weeks ago but now everything seems to be gone.

PZ inventory comes and goes. It's neither a bug nor an "enhancement" -- it's just inventory control. I suspect someone at UA has decided to curtail upgrade inventory in the current environment when they're not really sure what their schedule is going to look like.
