IMHO, some are thinking too hard on this. While QR may not have intended some of the bargains gained by this policy, they wanted to give people an incentive to book new reservations. Not only did they end up getting people to book new reservations, but they got untold positive publicity. Given that many people have been cooped up for weeks, the excitement of planning a trip probably made some absolutely giddy. In the end, we have no idea where things will be in the next few weeks to months and many of these trips may not happen.

This is my situation. I can book a flight for me and my family to Muscat for around QR6,000 and then change it to London so that we can go home for Christmas. I am not going to pay the full QR19,000 fare that it would cost us to book flights to London that time of year. So would QR rather take my QR6,000 or nothing?
