Yeah, when I had to cancel a recent award ticket, it said the same thing until I eventually got my refund for the taxes/fees. (should also be automatic for an EXP)
Pre-covid, I've cancelled plenty of reservations < 24 hr after booking, and didn't take nearly that long to get my money back.
They're scrutinizing every refund it seems.
