For instance, telling people that they cannot move to Hawaii now doesn't seem legal to me (I'm no expert by any means), but anyway there are are still people who will try to, some with and some without legitimate reasons to do so now. No one is stopping anyone from moving to Hawaii tomorrow. For the purposes of the form though you’ll just be classified as a visitor until you get a Hawaii ID or otherwise prove residency. But this distinction doesn’t change anything about your quarantine requirement currently.
