Wrapping the airline in a cloak of benevolence is, in itself, good marketing.
And unless "carrier imposed charges" are waived, it's a promotion potentially inexpensive to an airline with plenty free capacity, passing on taxes (and those charges, AKA airline revenue) to the passenger. These make up EUR380 of the cost of a EUR590 return ticket between Paris and Manila).
But even half-price tickets are great if you can get your hands on them. The hurdles will be the daily allocation of tickets by country, then availability at whatever fare-classes are being assigned to the promotion.
On country allocation, this offer could be insanely popular offer within Qatar's medical/nursing community: but I'm guessing tickets under the promotion will be hens' teeth.
