No, it is not.
Which country's law applies to OP's ticket? What does his contract say? What if OP's contract does not require a refund? Does local law applicable to his ticket require a refund as it would for an EU carrier or a carrier departing the EU for for a ticket to or from the US.
Not sure how one can remotely suggest that anything is "obvious" without knowing at least that.
