The best argument against opening things up for someone like me is that I might say that I'm willing not to show up indoors anywhere except my condo, but I might not really mean it. The missed opportunity here is that I do really mean it. Here in Berkeley, I can legally go to grocery stores, restaurants for pickup, pharmacies, and some other places, but I haven't been doing that for over a month. It's been all delivery. My wife and I would love to do the same thing we've been doing since March, but over at the Wailea Beach Villas.
You may mean it, but self enforcement is just not going to work. The issue is that some who will be willing to travel initially are going to be pandemic deniers and may not practice proper social distancing and may not even get tested if they have mild symptoms. Some people are just that hard headed. Any removal of the 14 day quarantine before the mainland is down to a handful of cases per day is with going to cause a spike in cases in Hawaii.
