When going from LIS to MCT, you would not need to reclear security. If your flight from LIS arrives on time at the gate, you should be fine but don't expect a lounge/shop/duty-free visit. Depending on your arrival position and your departure gate, you might need to rush ( walk at a steady pace ).

On the other way, allow yourself 90 minutes minimum as you would need to reclear security. Transfer security in IST is generally empty with no waits but again you might end up walking 25-30 minutes.

There would be some countries who would ask for a vaccine, 14-day quarantine, or a negative COVID test before travel and some others would not even care about it.
