Hotels, not on a BA Holiday booking, and transfers are usually regarded as consequential losses and so for your account or for your travel insurance to deal with. It may be your hotel is able to refund, most hotels seem to be flexing their bookings. For the remaining travel, if you definitely don't want to fly and you definitely want a cash refund, you can call up and ask for that now. If you would rather wait and see if something radically changes in the next few weeks then yes you can do that up until either 24 or 1 hour to departure, depending on the specifics of your booking.
