Is this legal to airlines to not refund my complete ticket amount ?

Is it definitely the taxes and surcharges that they are holding back, rather than the cancellation fees?

Either way, I think you have a couple of options :-

1. Do a credit card chargeback for the missing amount.

2. Claim via the US Small Claims Court or BBB. I think I read that BBB is the better option, but YMMV.
