There is no fee to cancel award flights in 2020 -- flight cancellation or not. This has been true for weeks, there has been no reason to wait.
The points will go back to your MP Account (Not your Chase account), any fees will go to the credit card used
When UA resumes can change but the DOT will not require UA to resume sooner October
