If this does come into force it's going to complicate future travel plans. Will have to rethink whether a one week trip is going to be worth having to home quarantine for 2 weeks upon arrival back in UK.

If they introduced this now, it would be blatant populism. Unfortunately, the UK probably has some of the highest levels of community-based transmission of COVID in the world. Someone returning from a week abroad, having been in a lower risk environment, would probably have a lower chance of being infected with COVID than if they'd stayed in London, for example. New York might be a notable exception, as well as someone returning to some rural areas of the UK.
