I’d love to return to Europe, but my husband isn’t that keen on traveling, only likes to cruise and this COVID-19 has really made him wary of making any advance plans. I think the vouchers have a 1 year expiry date and there is no way we would plan another cruise within that time. I’ve already lost 2 cruises to COVID-19... just hoping my cruise to Australia/New Zealand in November still sails.
The taxes are definitely not $1200 per person. The carrier surcharge will be most of that taxes/fees/charges amount, and the carrier surcharge is not refunded. If I look at an example of a LAX-BCN return in J the total taxes/fees/charges is $1448 per person. Of that only about $111 is taxes and fees which would be refunded.
As you note, you wouldn't get back the seat selection fees either.
I think you are best of just waiting for a cancellation - it is highly likely at least one flight in your booking will be cancelled at some point - and once that happens you can get a full refund.
