if there is a 120 minute or greater schedule change from point of origin to the point of destination then you can cancel for a full refund under the standard guidelines. In terms of whether BA11 will be cancelled in June who knows.

If BA11 is not cancelled but I still cancel the ticket. Except from taxes, would I still get back the Avios I used to upgrade from C to F?
If you take the voucher then you won't lose anything - everything will be on the voucher including the avios for the UuA.

If you cancel then you will get back a small amount of taxes & fees. The UuA itself should be refunded, albeit I think you have to pay a £35 fee.

Under the circumstances where your flight isn't cancelled I think either the rebook or voucher options under book with confidence are far more preferable than just cancelling.
