They could easily decide to open tourist hotspots because they think the risks will be low due to many guests no-showing (but not be entitled to a refund). Some destinations reliant on tourism might take the view if they have had a couple million coronavirus cases (including untested ones), then a few hundred or thousand more cases in a tourist population with limited contact with the residents isn't going to shift the dial.

Again, not saying this is likely, but the error-bars are potentially a lot wider.
It is the current living vs. life debate happening everywhere.
Every country, with a few exceptions, has locked down their country. There is no way countries will allow people this summer to travel freely for a holiday and then return back and possibly infect, setting us all back and flushing the last 5 weeks of self isolation down the tubes. Especially as there are strong views Covid will return in Autumn/Winter again. The virus needs tight controls over the next 12 months.
I am gutted we are in this position, we have to cancel a family Australian 4 week holiday that has been planned for the last 3 years. But as I told my kids this is the hand we were dealt, and we have to do the right thing. I get why people have hope, why not, but one must also look at the facts.
