I would argue that that is exactly when the loss is noticeable. If I burn 200k points on a trip with the wife I know they will be refilled quickly, and I don't need to worry about expiration. If someone spent years as a silver or basic accumulating the points for a special trip (avoiding upgrades and whatnot to keep their accumulation) and then lost it all before being able convert them then that is definitely a big hit.
BTW - How long do points last at the different levels. It was a long time ago I had to worry about that, and I can't seem to find the info on the SAS website...
