This seems to be consistent with earlier posts on no fare difference being charged.
It is an ambiguous statement - logically it is stating that there will be
(a) no penalty and
(b) fare difference to be collected upon rebooking
i.e. that the fare difference will be collected
so it could be either situation that the will be fare difference or not. I would hope that it is using it in a manner that many people would read it - that no fare difference will be collected, but does seem to be worded in a way that it can be used to mean what EK wants it to mean at the time it starts taking the rebookings
