I woukd read those restrictions as being personal consumption ... i.e. trying to stop people going shopping fir what their Gov’t deems non-essential *cough* *slurp*
However, having exchanged emails with our regular 3 privately-owned hotels and our usual taxi driver, they are certainly in deep stress down there. Whether they will all be functioning come December is as concerning for them as it it is for us.

Only when the ZA Gov’t feels it safe to re-open the border and relax internal restrictions will their huge tourism industry see a future.
