I think it's easier to argue for a rebate for renters than condo owners. It basically comes down to whether people are willing to pay more when a building has common facilities because they want to access those facilities or because they value living in a building that has those facilities whether they use them or not. Renters are mostly going to fall into the first category, while condo owners could be more likely to fall into the second if they feel that the existence of that facility helps with property values.
