Condo building’s usually have boards that can get condo management to do as the board wants done; so that would probably be up to the condo owners about what they want done with the condo fees. But there are also some condo management entities that are their own beast looking out for themselves and willing to fleece the condo owners in the aggregate.

Hotels don’t always provide discounts when some guest facilities are unavailable for some/most/all guests, but the squeaky wheel may get the grease.
