I've been doing MS for about 2 years, and have never seen Kroger offer a no-fee VGC. They may have done it before 2018 and I wouldn't have noticed then. They do often offer 4x fuel points on the fixed cards ($25, $50, $100), so if you buy 15 gallons of gas that's basically a no-fee $100 card.

Safeway/Albertsons and related chains offer a lot of promotions on gift cards that effectively negate the fee on an ongoing basis. But the cards do not earn any fuel points, which stinks.
Thanks, and also I'll check Safeway there is one near me. And honestly even a fixed GC like $100 or $200 would be okay if the fee is offset.
