My question is as follows.............JQ is owned by Qantas. Doesn't Qantas have responsibility ?

Jetstar is a brand

Jetstar Asia 3K is 49% owned by Qantas, based in Singapore and subject to Singapore laws. https://en.wikipedia.org/wiki/Jetstar_Asia_Airways
Jetstar Pacific BL is ~30% owned by Qantas, based in Vietnam and subject to Vietnam laws https://en.wikipedia.org/wiki/Jetstar_Pacific
Jetstar Japan GK is 33.3% owned by Qantas, based in Japan and subject to Japanese laws https://en.wikipedia.org/wiki/Jetstar_Japan

They are all independent companys. Qantas is only a shareholder Has no responsibly for refunds etc.
