United Vacations Bulk Fare fees after airline cancels flight

I had bulk tickets through a United Vacations package going to Costa Rica. When the travel ban happened, the flights were cancelled. United Vacations will only refund with a $300 pp fee, which is $1200 in this case. Otherwise they are only offering a credit for the full amount of the flights and hotel, which was refundable. United Vacations has waived their fees for my travel date to Costa Rica, but is is trying to pass the $300 pp as an airline fee and not their fee. In sum, United Vacations has offered only a credit for the cost of the entire vacation in the amount of $7000, or a refund minus $$1200. Does anyone have any insight on these fees and who is actually charging them? United Vacations or United Airlines? How can United Vacations keep the payment when my hotel is refundable?
