Without further investigation, I don't know just what public entitles are eligible to file Chapter 9 Bankruptcy, although I expect BART, the Golden Gate Bridge and Transportation District, and most other special districts would qualify. I expect that Bankruptcy Judges and attorneys will be dusting off Chapter 9 soon enough. Without immediate employee / union concessions, it may be the only thing these entities can do. (This is not a political commentary on unions - it is a practical comment on what these entitles may be forced to do.)
