For sure, but why not just ban entry to all/most non-essential foreign travelers? Wouldn't that be more effective and they won't have to be busy with all this paperwork and having to actually check up on people to make sure they are following the directives?
Today there are 100s if not 1000s of people who own homes (be it an apt or villa) in Israel. So even thou they may not be an Israeli citizen , could be they dont want to say you cant go to your residence. Thats why they said Hotels,dorms,hostels are not places that are good for the 14 day quarantine period, that seems to exclude those who own or have access to a residence
So they dont want to tell a person who has access to their residence that they cant come , they can but now they have to adhere to this filing, I take it the 5 days before is so that it can be checked to make sure their claim to having said residence is true
